The Dubai World Energy Forum (WEF) has kicked off at the Dubai World Trade Centre (DWTC) under the patronage of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice- President, Prime Minister of the UAE and Ruler of Dubai. In his opening statement, Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy ruler of Dubai, welcomed the UAE guests and thanked them for accepting the invitation to participate in this global event. Sign of MoU with Government of Dubai, Dubai Supreme Council of Energy and secured their generous financial support for the World Energy Conference as Sponsor and Partner. August 2011- January 2012.
This memorandum of understanding (MOU) was the document describing the broad outlines of an agreement that these two parties have reached (WEF & Dubai, Government) based on the 6 months negotiation by Madame Sabine Balve, as the sole facilitator and representant of WEF in Dubai. Her conference agenda, marketing plans, and her official letter to His Highness Sheik Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai. This MOU expressed a convergence of will between the parties, indicating an intended common line of action for the conference (such as the Global Movement of the World Leaders Forum Dubai, in order to promote the conference and to get international heads of states involved. The name of the global movement WORLD LEADERS FORUM DUBAI was aligned to the slogan of the conference coined and is © by Madame Sabine Balve “A FORUM FOR WORLD LEADERS”. Her work included the official approval of the financial involvement of the government Dubai as the patron of this conference.
At the end of the World Energy Forum (WEF), Madame Sabine Balve received a letter of appreciation from the President and Chairman of World Energy Forum, Dr. Harold Hyunsuk Oh – which acknowledged her for “the foundational work she admirably performed with the Government of Dubai …” Since 2012, Madame Sabine Balve has continued to play a major role in executing the post-forum objectives in all parts of the globe; she achieves this by facilitating in conferences and mentoring the next generation of world leaders.

According to the German Federal Foreign Office Germany and the United Arab Emirates maintain extensive diplomatic relations. The strategic partnership that was agreed in 2004 is evidence of this. To further strengthen their ties, both countries signed a joint declaration of intent on the occasion of the visit to Berlin by Crown Prince Mohammed bin Zayed Al Nahyan in June 2019. Both foreign ministries have also conducted regular political consultations since January 2009.
Germany will be represented at Expo 2020 in Dubai (1 October 2021-31 March 2022) with a pavilion focused on “Sustainability”. In addition, Land Baden-Württemberg will host its own pavilion at this Exhibition.
